Telecommunications terminal equipment that wants to access the public telecommunications network needs to apply for a network access license. The "Network Access License" application for communication products is commonly known as "CTA" in the industry. According to the current laws and regulations of our country, the state implements a network access licensing system for telecommunications terminal equipment, radio communication equipment and telecommunications equipment involved in interconnection between networks that are used to access public telecommunications networks (China Mobile, China Unicom, and telecommunications). Telecommunications equipment that implements the network access licensing system must obtain a network access license issued by the Ministry of Information Industry; without a network access license, it may not be connected to the public telecommunications network for use or sold in the country.
SRRC is the compulsory certification requirement of the National Radio Regulatory Commission, which is what we often call type approval, and CTA is the compulsory requirement for communication products by the Telecommunications Equipment Administration of the Ministry of Industry and Information Technology. The CTA needs an SRRC certificate before issuing the certificate. Simply put, this is the intersection of two parallel lines.
Network license. The telecommunications equipment that implements the network access license system must obtain the network access license issued by the Ministry of Information Industry; without the network access license, it is not allowed to connect to the public telecommunications network for use and sell in the country. The network access license certificate contains the certificate number, applicant unit, manufacturer, equipment name, equipment model, place of production, remarks, certificate issuance date, and certificate limited date. The network access permit is generally valid for 3 years.
(1) Application form for network access permit for telecommunications equipment (formatted text provided by the Ministry of Information Industry). The application form should be signed and affixed with the official seal of the legal representative of the applicant or the authorized agent of the applicant for the permission of the telecommunications equipment to enter the network; when the applicant and the manufacturing enterprise are different legal persons, it should also be signed by the legal representative of both parties or their authorized agent And the entrusted processing agreement affixed with the official seal. Overseas applicants should entrust an agency in China as the applicant to submit an application form and issue a power of attorney.
(2) The business license of an enterprise legal person. Domestic applicants should provide business licenses for corporate legal persons. An agency entrusted by an overseas applicant to apply for a license for telecommunications equipment to enter the network shall provide the effective license of the agency and the registration certificate of the overseas applicant (if the applicant and the manufacturing company are different legal persons, the relevant materials of the manufacturing company shall also be provided at the same time ).
(3) Introduction of the applicant. Including the applicant's profile, production conditions, instrument equipment, quality assurance system and after-sales service measures. For products with guaranteed repairs, replacements, and returns provided by the state, documents for fulfilling relevant responsibilities should also be provided (if the applicant and the manufacturer are different legal persons, relevant materials of the manufacturer should also be provided at the same time).
(4) Quality system certification or audit report. Those who have passed the quality system certification shall provide the certification certificate; those who have not passed the quality system certification shall provide the quality system audit report issued by the quality system audit organization that meets the relevant requirements.
(5) Introduction to telecommunications equipment. Including equipment functions, performance indicators, principle block diagrams, internal and external photos and instructions for use, etc.
(6) Test report or product certification certificate. It should be a test report or product certification certificate issued by a telecommunications equipment testing agency or certification agency recognized by the product quality supervision department of the State Council.
(7) For the radio transmission equipment applying for permission to enter the network, the "Radio Transmission Equipment Type Approval Certificate" issued by the Ministry of Information Industry shall be provided.
(8) Radio communication equipment, equipment involving interconnection between networks, or new telecommunications equipment that applies for network access permission shall be tested for at least three months on the telecommunications network within the territory of China or on the simulation experiment network designated by the Ministry of Information Industry, and Provide the overall technical plan and the test report issued by the test unit.
(9) For matters subject to special regulations of the state, relevant materials that comply with the regulations must also be submitted.
