Hong Kong OFTA certification

Certification Introduction

The full name of Hong Kong OFTA is "the Office of the Telecommunications Authority", which is the Hong Kong Telecommunications Authority. OFTA certification is the abbreviation for the Hong Kong Telecommunications Authority's certification of telecommunications products in Hong Kong.

The purpose of OFTA certification is to ensure the safety of products used in Hong Kong and prevent telecommunication products from causing interference to public networks. Telecommunications equipment that has been tested and meets the relevant technical specifications and has been awarded a certificate by the Telecommunications Authority can be used in Hong Kong.

Certification classification

According to the Hong Kong Telecommunications Equipment Appraisal and Verification Scheme, telecommunications equipment verification requirements are divided into voluntary verification schemes (VCS) and compulsory verification schemes (CCS). Under the voluntary verification scheme, applying for verification for telecommunications equipment is voluntary. Even if this type of equipment has not been verified as meeting the relevant technical specifications, it can still be sold or used in Hong Kong. However, even if manufacturers, suppliers and distributors have not applied for verification, they must ensure that their telecommunication equipment meets the relevant technical specifications. Public telecommunications network operators may refuse to allow user indoor equipment that does not meet the specified specifications to connect to their network. In addition, anyone who uses or sells radio communication equipment that does not comply with the relevant HKTA specifications, that is, in violation of the Telecommunications Ordinance (Chapter 106), will be prosecuted.


Under the mandatory certification scheme, it is mandatory to apply for certification for telecommunications equipment. Before the telecommunications equipment is used or sold in Hong Kong, it must first be verified as meeting one of the following specifications:

(1) Related HKCA specifications;

(2) Technical standards prescribed or approved by the Secretary of Communications, if there is no relevant HKCA specification;

(3) It is equivalent to the specifications in (1) or (2) above.

application process

The OFTA certification process is divided into document identification and equipment identification

Document identification:

(1) Review the submitted technical specifications or user manuals to verify whether the telecommunication equipment is likely to pass the corresponding equipment appraisal;

(2) Review the submitted type verification certificates issued by other authorities and related test reports to verify whether the equipment needs to be authenticated;

(3) Review the submitted test report issued by the approved testing agent to verify whether the equipment needs to be authenticated.


Equipment identification:

(1) Test the samples of telecommunications equipment according to the relevant HKTA specifications according to the certification body;

(2) Test samples of telecommunications equipment in accordance with relevant HKTA specifications or equivalent specifications according to approved testing agents;

(3) According to the type verification of telecommunications equipment approved by other authorities in accordance with the equivalent specifications of the relevant HKTA specifications, together with related test reports.
